they are up 10-7 on the one they are on their last down Why cant they punt it?

Yes. If time is dwindling in the game you can take a safety and give your kicker more room for a kickoff and have your opponent have to go farther down the field to score at the end of the game. CFL end zones are 10 yards bigger though, so kickoffs shouldn't be a problem for them. In the NFL and indoor game though, a safety can be a strategic game saving play in the final seconds, beats getting a kicked blocked. You have to have the lead though or course.

I saw that too. It wasn't an end of the half type of thing. They simply did it for field position. Wierd. It's not like they have to worry abut not having room to punt because they have 20 yard endzones. Very strange decision in my opinion.
The announcers were talking like it was the right thing to do too. They said that last time Winnipeg "gambled" and punted from there and the other team had a good return and ended up with 7 instead of 2.

Well it all worked out in the end Winnipeg ended up winning like 13-12
