Iowa Barnstormers returned from several years off in the AF2 before that (now the new AFL).
Both Iowa and Carolina came back with new owners. If San Angelo comes back, it will be the first time a team has returned with the previous owner (he bought the team at the end of last season).

With over 200 miles and 3.5 hours away I would not think it would be an issue. I would like to see local ownership step in for Amarillo. I have always thought that all things being equal a market has it's best chance of success with local ownership.
