The current teams for 2013 are... Kansas Koyotes, Springfield Wolf Pack, DeKalb Dawgs, Cheyenne Warriors, Council Bluffs Express, Mid-Missouri Outlaws, North Texas Crunch and Oklahoma Defenders. 8 teams in total. Mid-Missouri, Oklahoma, Council Bluffs and Cheyenne are trying to leave, but legally can't do to APFL participation agreements that they signed for the 2012 season.

The league hasn't shown it enforces their participation agreements very well, so "legal action" just sounds like an empty threat. I also think it's irresponsible to plan and schedule for teams that you know will not be participating in your league. It's bad enough that teams that fully plan on playing don't show up already, why try to enforce this on teams that have no intention of playing in your league?

Fantasy Scenario: see above in quotes. Best Case Scenario for APFL: they go to court, get a judgement in their favor and some money that barely covers court costs. Reality: the teams leaving the league leave without any consequences whatsoever, in fact they feel like a weight has been lifted on their back.

Did anyone else see this on the Kansas Koyotes facebook page? Are they not sure they will be playing in the APFL?

The new owner was looking into the CPIFL, but not sure if that's a serious look or not.

HIGHLY improbable Kansas Koyotes will be part of the CPIFL. They'd have a lot of proving to do that the old owners are not involved with the team AT ALL before they'd be considered (my opinion based on what I've heard).
