Besides, I would rather have ownerships that plays fast and loose with the perks to help draw players in than one of the old time "players not payed and kicked out of the housing" types.

Totally agree there - so long as the teams have the cash in escrow to make the league mandated salary payments, if they want to lose money by overpaying guys, I'm okay with that.
The joke in the AF2 appears to be to answer this conundrum: "What teams play by the salary rules? The ones last in the standings."

What are you saying there BananaCat? Are we heading back into the "Sioux Falls overpays their players and my team doesn't!" discussion? I'm saying all teams are guilty, but some more than others. Sioux Falls, Bloomington, Billings, a few others, are doing way more than most. Without an investigative league body or whistleblower though, nothing will be done about it and everyone knows it.

In the IFL, Muskegon appears to be "playing" well within the rules.
