The league downsized to 16 teams this year, getting rid of the scrubs on the fringes. One inherent problem with that is that this is still the minor leagues. Team ownerships aren't as rich as NFL owners and most need to win to stay alive, and even then survival isn't a sure thing.
We're seeing the early signs of pressure already with the releasing of some standout players, trades, and signings of guns for hire this week. The pressure is on many teams this year to win now as there may be no next year. The league has lost teams each year of it's existence and after this year some more will probably drop.
The one thing about keeping scrubs around is it does help to pad the win-loss record, akin to lipstick on a pig. It's why you see other leagues use affiliate and travel-only teams, you have to pump up those win-loss records...especially for the home crowds.
The ideal situation is to always have just the strong teams, but at this level even that has never fully worked and the teams that can't hang on the field usually end up folding (even in the AFL). The UIFA had the same problem as well.
I'm not advocating bringing in scrub teams at all, just pointing out that there is more pressure on teams this year to perform as a lot of the deadwood is gone and their existence is on the line moreso than ever.

Thats more evident when you dont have a quality owner who does not care enough and just though the motions. If you want to be taken seriously then man up and do your job!
